In a comment on the Alex Tabarrock post, Capt. Bob Knaus suggested that Freeport (website) might be a case study of a charter city. I’ve examined the charter agreement. I don’t think this is an example of a charter city — there is no guarantor and none of the essential rules of law are incorporated in the charter. This is basically just a duty-free zone for 30 years. That is a good thing, but not a charter city.
