On three occasions in 2009-2010, US diplomats interviewed a Spanish prosecutor, who put Kalashov behind bars. According to the 2010 cable released by WikiLeaks, the prosecutor “considers Belarus, Chechnya and Russia to be virtual ‘mafia states’ and said that Ukraine is going to be one”.
